The Common Rules<\/h1>\n

In expectation of the adoption of a uniform electoral procedure for all Member States as planned in the\u00a0Rome Treaty of 1957<\/a>, procedures are defined by each State.<\/p>\n

However some rules are\u00a0common<\/strong>\u00a0with regard to the election of MPs in all of the 27 Member States:<\/p>\n

\n

\u2022 Direct Universal Suffrage<\/strong><\/p>\n

Since 1979, when the first European Elections took place MEPs have been elected by direct universal suffrage in every Member State.<\/p>\n

\u2022 Proportional Voting<\/strong>
\nSince 1999 the election has taken place according to a proportional representation system.
\nD\u00e9finition :<\/strong>\u00a0Each party puts a list of candidates forward to the voters. Depending on the State there are four distinct systems in how voters choose their candidate(s):\u00a0the preferential vote,\u00a0closed list vote,\u00a0the mixed vote\u00a0et le\u00a0the single transferable vote.<\/p>\n

\u2022 A five-year renewable term in office<\/strong>
\nEvery new election gives rise to a major\u00a0renewal\u00a0in the European hemicycle.<\/p>\n

\u2022 Incompatibility of mandates<\/strong>
\nAn MEPs mandate is incompatible with all other roles in the community institutions and organisations. The role of MEP is incompatible with that of the national MP (UK and Ireland were exceptions to this rule in the 2004 elections). The rule is now applied in all Member States.<\/p>\n<\/div>\n
